Create this Gazing Outburst using my technique.

Step 1: Make a new document a 400x400px and make the bg black.

Step 2: Go up to Filter > Render > Lens flare. Use my settings.



Step 3: Duplicate the layer and go to Filter > Render > Plastic wrap. use my settings.



Step 4: Put the Blending mode on Screen, merge layers.



Step 5: Duplicate the layer and go to Filter > Distort > Wave. Use my settings.



Step 6: Put the blending mode on Screen and merge layers.



Step 7: Duplicate the layer and go up to Filter > Stylize > Glowing Edges. use my settings.



Step 8: With the same layer selected Hit CTRL+ALT+U and use my settings.



Step 9: Put the blending mode on Screen and merge layers.



Step 10: Dulplicate again and go up to Filter > Distort > wave. use my settings.



Step 11: put the blending mode on lighten and merge layers.
