Step 1: Start off with a new 400 x 400 px document, change the background to black.

Step 2: Place a 105mm Prime lens fare in the middle.


Step 3: Filter > Distort > Wave. Use the settings below, you will never get the same results, but if you hit randomize like 15 times, you might be able to get something very close!


Step 4: Now go up to Image > Adjustments > Hue / Saturation (20, 75, 0).


Step 5: Duplicate the layer, repeat the wave filter with the same settings.


Step 6: Hue/Saturation (40, 75, 0).


Step 7: Change the blending mode to "Linear Dodge," and slap some text, and your good to go!
