Let's start by selecting the Rectangle tool.
Make sure Fill Pixels is selected. If this is chosen, it will not create separate layers.
Draw the rectangles as you see them below.
In this step select Shape Layers.
Draw a rectangle the size of the original rectangle.
Open Transform and select Perspective.
Draw the left side of the building downward until the lower corner point meets the corner of the next rectangle. Notice how the top point does not meet the top of the rectangle. To fix that, select the Direct Selection tool, select the one point, hold down the Shift key and drag down to meet the corner.
Continue until you have all the buildings in place then right-click on the layers in the text area and select Rasterize.
Time to start on the building pieces. Draw out a rectangle as shown below.
Zoom in and create a duplicate of the rectangle in a darker color.
Use Transform and Perspective to draw the left side of the rectangle downward.
Create a gradient of the darker color to a slightly lighter shade but not as light as the shadow. Apply by selecting Reverse in Gradient Overlay.
The piece should now resemble a 3 dimensional structure. Combine the two pieces by merging.
Link all of the layers created in the last step. Select Distribute Horizontal Centers. This evens out the distance between each rectangle.
Use Alt+drag to duplicate one of the above rectangles we just created. Use Control+T or Transform and Scale to reduce the size or narrow the piece horizontally. Follow the same method until you have a set of buildings that resemble the ones below.
Using Layer Style, select a side layer and apply a gradient as shown below.
Then apply an Inner Shadow with the settings below. Right-click on this layer after pressing OK and select Copy Layer Style. Then right-click again on each section and use Paste Layer Style.
For the front of the buildings apply a gradient with the settings below.
To replicate somewhat of a shadow on the buildings, apply an Inner Shadow with the settings below. Link all of the layers and choose Merge Linked in the Layers palette pop-out menu.
For the shadow, duplicate the building layer. Drop behind this layer. Flip the layer and move into position. Fill with a gradient dark to light gradient using the colors we have in the buildings. Use Transform and Perspective to adjust the way it lays, then move it into place. It's a matter of small adjustments. You should now have a 3D looking set of buildings.
