of an image in a bright heavinly way, two different effects in this tutorial.
Step
1: Start off with the photo you would like to apply the effect too.
Step 2: Apply the neon effect tutorial, which can be found zzzaaagggsubaction=showfull&id=1128164671">here.
Make sure you duplicate the original layer, so when you apply this effect,
you have two layer. The original image, and the neon effect on top.
Step 3: Now put the original layer above the neon layer. If you are
not able to do this, it's probably cause your background layer is locked.
Rename it to unlock it.
Step 4 (Bright Neon): Set the blending mode to multiply, and merge the
layers. Duplicate the layer, apply the motion blur filter, about 30 pixels.
Set the blending mode to "Linear Dodge."
OR YOU CAN TRY THIS EFFECT AS WELL
Step 4 (Neon Color Effect): Put the neon layer on top for this effect.
Select the black around the image with the magic wand tool.
Step 5: Feather your selection about 2 pixels. Select > Feather. Hit
delete to clear the black around you. Now deselect.
Step 6: Add a gradient overlay to the neon layer.
Step 7: Desature the original image, by selecting the bottom layer,
and going up to Image > Adjutsments > Desaturate. Hide the neon layer. Make
sure you have the original layer selected for the time being.
Step 8: Make sure your foreground color is black, and your background
is white. With the original layer selected, go up to Filter > Sketch > Conte
Crayon.
Step 9: Unhide the neon layer, select the neon layer, and go up to Filter
> Blur > Gauassian Blur (5px). Set the blending mode to "Lighten." Now basically
you should experiment with the gradients, and blending modes. Good luck
