Step 1: Start off with a new 400 x 400 px document, press "D" on your keyboard to reset your colors.

Step 2: Make a selection in the middle of the document like so.


Step 3: Create a new layer, and change your foreground color to "f5f5f5." Fill the selection with this color and deselect.


Step 4: Add an outer glow, with these settings.


Step 5: Now feel free to add a header, it's a great effect to start a full layout design.
